of: Option<Search>

The denominator, for ratio. Absent for count.

over: Duration

metric: Metric

hold: Duration

How long the comparison must hold before the rule fires. Zero fires on the first breach.

severity: String

notify: Vec<usize>

Indices into Rules::targets, resolved at load so a typo in a rule’s notify is a startup error rather than a page that never arrives.
